In Safari 14 or higher it is possible to translate a website directly from the Safari web browser. It is no longer necessary to go to Google translate and translate the website.
Apple Safari supports the following languages for translation: Spanish, English, Chinese, Italian, French, German, Russian, and Portuguese (Brazilian). Automatic translation into Dutch is therefore not yet supported, at least not at the time of writing this article.
Translate website with Safari
To get started, you must first go through the Apple system settings to add one of the above languages to be able to perform a translation in Safari.
Click on it Apple icon () in the top left corner. Choose System Preferences from the menu. In System Preferences, click Language & Region.
Click the + button to add a language.
Click on the language you want to add to your Mac settings so that you can later translate a website using Safari.
Now we have to pay attention. Your Mac will ask you to change the primary display language of macOS to the language you just selected. If you have the display language If you want to continue using the macOS you were already using, click Use Dutch (Netherlands).
The display language remains unchanged and the secondary language is added so that a website can be translated later.
Now open the Safari browser and go to a website written in one of the following languages: Spanish, English, Chinese, Italian, French, German, Russian, and Portuguese (Brazilian).
You will then see a translate button appear on the right side of the address bar.
If you click on the Safari translate button you will see a text appear that says “Translate into …” and then the language you just added.
If you click on it, the following message below will appear. Click Enable translation. The address and content of the web page are sent to Apple sent so that the translation can be processed.
De website is now automatically translated for you into one of the supporting and added languages in Safari.
To display the original, click the translation icon in the address bar again and click Show Original. The original website without translation is displayed.

I enabled the translation according to your article.
But I want to translate an 'English' web page into Dutch (my primary language) and I can't choose that one.
I now have two secondary languages (English and German). I can choose English on a German site and German on an English site, but not Dutch.
So it seems that I cannot convert a 'foreign' language into Dutch, but I can convert it into another foreign language.
Then I thought I was smart and chose Dutch (Belgium) as a third secondary language. But that is also not available.

Hello, absolutely correct. You're not doing anything wrong. Unfortunately, translation into Dutch is not yet supported. This is also stated in the introduction text in this article.
