When an app, service or notification asks for your attention in Windows 11, you will see a red icon in the taskbar that starts flashing.
Flashing an icon can be annoying. In Windows 11, you can disable the flashing of taskbar apps. In previous versions, this required you to make a change via the Windows registry.

Disable flashing of apps in the taskbar
Open the Settings. You do this by right-clicking on the Start button. Then click on “Settings” in the menu.
On the left in the settings, click on “personal settings”. After this, click on “taskbar” to open the taskbar settings.
Then click on “Taskbar Behavior” at the bottom. In the taskbar settings, then change the option “Show flashing on taskbar apps” to “off”.
To enable flashing apps in the taskbar again, change the “Show flashing on taskbar apps” option to “on”.
