Delete everything in Windows 11 if PC won't boot

If your computer no longer boots to Windows 11, and you want to delete everything by Reinstall Windows 11, then this is possible via Windows RE.

Windows RE (“Recovery Environment”) is a built-in tool in Windows 11, among other things, that provides a range of diagnostic and repair tools to fix certain system problems that can prevent Windows 11 from booting properly.

You can Reinstall Windows 11 if you are having trouble booting into Windows 11. If you want to reinstall Windows 11, you can choose from a local image file or you can have Windows 11 redownloaded from the cloud. You then have the choice to keep files, settings, apps or to delete them as well.
