Open the media creation tool. Then accept the terms and conditions until you reach “select language and edition”. To put Windows 11 23H2 on USB in Dutch, disable the option “Use the recommended options for this PC” and select the Dutch language. You leave the version unchanged. Then click next.

Insert the USB stick into your computer. Make sure the USB stick is recognized and select the “USB flash drive” option.

Select the USB drive and click next.
